Don't forget about state taxes. Tennessee has no state income tax. Nor does Florida, Texas, Wyoming and a couple of others. There are some nice mountains in Tennessee. Chattanooga and Knoxville are pretty cool places. Chattanooga would probably be my landing due to fishing, mountains and not to far a drive to my parents.

Let's look at it rationally. First off, which states have no income tax?
Alaska, Florida, Nevada, South Dakota, Texas, Washington, and Wyoming
Which states do not tax wages?
New Hampshire and Tennessee (they do tax investment income and returns but I believe both are moving to cancel those as well).
From there we strike Alaska because it's too fricking cold for too fricking long.
That leaves:
Florida
Nevada
South Dakota
Texas
Washington
Wyoming
New Hampshire
Tennessee
After that we look at your age: 27. You're still at the college-poon-getting age so no matter which of these you pick you should look at a college town.
From there I would look for a smaller town with a decent-sized college that has good weather (ie: no hurricanes nor constant tornado threats). That knocks out Florida and southern Texas. The "Florida Man/Woman" thing should take Florida out as well.
People in the Northwest are fricking crazy these days, so Washington should be out as well.
Now we're down to Nevada, South Dakota, Wyoming, New Hampshire, Tennessee and maybe northern Texas. Find a town in one of those areas with a low population, low cost of living and a good 4-year college.

Probably not Brooklyn, but I'd say yes to Queens and the Bronx. Though I admit I'm not an expert on the real estate market in NY.

If his company is based in a state with state income tax, it's possible he'll still be taxed on his income in that state. That said, he could file a non-resident return for that state and get a lot it back.

Miami and ATL are both very high on my places not to live. I hate almost every interaction I have with Miami people. The weather sucks, it’s expensive, and way too much crime.

It depends on what you like to do, and do you want city life. If you're a SJW you have to like Portland and Seattle. Don't want the NW then try Austin. If you want a city AND law and order try Provo Utah.
