I used an outside ATM here in Douala once and it happened to be on the same morning as my monthly salary was deposited. In less than an hour the card number had been sold and almost $10k charged out my account. That was the last time I used an outside ATM anywhere.

My debit card was skimmed at a gas station last week. The fricking assholes bought random shite in Florida and Georgia. Luckily my bank caught on quick and canceled the card. Skimmers are getting really common now.

In most cases, they don't pay their own bill with stolen info. They catch someone about to pay their bill in cash at a grocery store or what not, and pay their bill for the cash.

I had someone rack up $3k worth of charges on my card and I had my money refunded back into my account the very next day. (Chase Bank)

OP, I've stopped at that store before when I used to commute along airline. Got me a 20oz Diet Coke circa 2009. True story.

Not everyone gets that well of treatment from Chase. I have three separate claims from February and I have only been refunded on two of them. The claim that hasn't been settled was for over five hundred dollars. Should be hearing something this week though.

Just because we have a lot to worry about doesn't mean shite is being done about those bigger issues. If the NOPD has the resources to put multiple cops under the overpass by Lee Circle to hand out brake tag tickets all the time, then they certainly have the resources to go after criminals who are stealing from people.

I guess that's not where the money is at, but if you ignore people who steal from others, you're only motivating them to do bigger crimes.

The chips do slow the thieves down, but its all relative. The number one way thieves get info is by hacking into a vendor's merchant services system. In other words, the terminal where you swipe your card is linked to software that houses all the debit card numbers that are swiped on that terminal and all other terminals linked to that software. That long list of card numbers is then sold off to someone who will mass produce fake cards with fake names on them, or they will just sell the numbers to use online. The way the chip slows the crooks down is because when you use the chip a random number is generated that is stored by the terminal system. That number cannot be linked back to your card. The problem is, not all stores have adopted the chip readers and if you are still "swiping" your card then you are just as unacceptable to your number being stolen as before. Add to that, that thieves are aware that chip cards are going to become more prevalent as time goes on, and they are making big runs now while they can and the overall fraud problem looks as bad, or worse, than it ever did.

Europe is all chip and they don't have many issues at all. The problem in the US is that the law was put in place that stores needed to adopt chip readers and the software by February of 2016. If they did not then they would be on the hook for any money lost due to a breach. Before February of 2016, Mastercard, Visa or whoever the emblem is on the bottom of your card was the one fitting the bill in cases of fraud.

The way the process works is that you report the fraud to you bank (or the bank catches it first and then you fill out paperwork stating you didn't do the transaction. teh bank will make sure the paperwork is in order and issue a "provisional" credit. That paperwork is then send to Mastercard, Visa, wherever and then once they've filed it, they give a credit to the bank. Once that credit is received by the bank, the bank then lets the customer know that the provisional credit is now permanent.

TL;DR ... It is not possible to assemble a team to investigate all card fraud and figure out who all is involved in the scam.
