No, not necessarily.
I will give you a hypothetical example, since I don't know this case.
Let's say I'm investigating a murder in Los Angeles. I plug DNA into these databases and get a hit.
It gives me a name of someone that lives in Michigan and tells me it's a 3rd cousin named Bob Jones.
Now my next step is to dig into Bob Jones family tree. It may be as simple as calling and asking him.
If I can find a 3rd cousin of Bob that has spent any time in Los Angeles then I have a pretty damn good suspect to look at.

Having said that accountability needs to be taken into consideration.
Perhaps there will be a way in the future to alter DNA to produce a desired result. This would be great for getting rid of people you don't like.

Cigarette was from one he had recently smoked. I would imagine the initial DNA was sperm being a rape case.

In the Golden State Killer case, the cops submitted a sample and it matched a like a third cousin. IIRC, They researched the cousin and came up with something like 46 possible male relatives. They eliminated the ones who were too young or too old to have committed crimes in the 70s/80s and got down to around 20. Looking closer at them, the found the guy who had been a cop, was around the right age, and looked like a good suspect. They surveiled him and picked up a soda straw or cup from a fast food place. Collected his DNA, tested it and he was their guy.
I'm sure something similar happened in this case. The "new" cigarette butt DNA matched whatever was collected after the rapes.

If this were true, don't you think the closure rate on violent crimes would be much higher than it is over the past 15 or 20 years? If the gov't has everyone's DNA who is under ~35, don't you think they'd be using it?

GEDMatch is the website making this all possible.
There are forces that are actively working to prevent police from using this technique to narrow down suspects.

The only thing I can see happening is a requirement for a warrant before submitting the DNA to these sites.
This would be for the suspects rights, not for protection of the sites themselves.

Regarding the Commercial DNA companies, 3 years ago 23 and me had over half a million individuals in their data base alone. When you add in the other companies you can start to see the data set they can pull from.
For instance, I’m adopted and did the test for kicks a few years back and had over 300 “relatives” pop up. Closes was a 3-5th cousin. But found my biological mothers family through that match. You had to go back to a great great grandparent to find the common ancestor. And there were lots of siblings in those generations (like 8-11), hence all the very distant cousin hits. But this is also how they can build out a family tree and discover potential suspects. Now that DNA testing is so inexpensive they can screen many people to rule them out. The technology has been there, but the confluence of better, cheaper tech and more individuals in the data base are making these discoveries possible.

Great arrest and story on 48 hours last night like you said..I too was struck by the guy being arrested in Starkville, wearing a friggin Ole Miss shirt, after showing previous pics of him with Confederate flags in every pic..my gf, also an Ole Miss grad, asked me if I thought they just put that shirt on him! Thrilled for justice finally for the familiy’s and compelling story and investigation.
