Omaha and Lincoln are nice.
Omaha surprised me. That downtown shopping area is pretty cool and they have a pretty awesome zoo.

The Old Market area is cool and has the brick paved streets. It's nice.
I worked for 11 years as a software sales and implementation engineer for a Fortune 500 company. I traveled all over the country and spent anywhere from a few days to a few months in different places. Omaha and Lincoln were a few of them.
The wife shut that job down soon after we had a kid

Missouri.
Low cost of living. 2 major metros. Plenty of good small towns if that’s more your style. Mix of southern and midwestern. Most of the state is very friendly. Plentiful outdoors opportunities (Ozarks). Gets all 4 seasons. Decent economy. Conservative, but not overly so.
Missouri gets a bad rap for being a “flyover state” and is perceived as being bland, but typically once people actually visit they enjoy it.

Louisville is nice. The rest of KY sucks though.
Louisville has a bizarre busing system for schools. So your kids can end up in ghetto school. Keep that in mind if want kids in public school.

I'll go with Montana or Wyoming. I always wanted to have a summer getaway cabin up there with a large ranch when I retire to get away from the heat of the southeast and enjoy peace and quiet

My dad did this last year. He's only spending May through September in Montana now but I expect that to increase as his grandkids get older.
He texted me this morning and said he took a whizz off of his back porch while he was drinking his coffee and it was 48 degrees.

While Oregon, Utah, Tennessee, etc aren’t bad places to live by any means; that doesn’t address the OP’s question of which are underrated...
I’d go with Maine

Louisville is a college town that has a nice little vibe to it. There's plenty corporate money in the city and the cost of living is very cheap. Within the last couple of years, the city has really grown. Lexington is pretty boring, except when Keeneland is running

Oregon
Oregon, down the shoreline, wouldn't be a bad place to dwell.

Knoxville, TN. Good climate and a major university. Everyone hypes Nashville and Chattanooga, but Knoxville is a diamond in the rough. At least that’s what future mayor Kane told me.

Kansas is the perfect state.
1. Cost of living
2. Demographics
3. Top 5 highest IQ
.... it's why when Dorothy sees strange shite she says "I guess we're not in Kansas anymore."
PS never been, but I already know
