They cite Foursquare as a source so I'm assuming they're gauging this on check-ins from the app.
I agree with others here, I'd figure Whataburger would easily be Texas' most popular fast food chain.

You can also check-in for doctor appointments...are you purposely being obtuse?
You go to a fast food place and your smart phone has an app called "Foursquare" and you "check-in" on this app. If you check-in to a place so many times you can get deals and such.
