knowing the city, they probably only contracted with the partnership that was formed specifically for this project and the actual companies won't be liable

Gibbs and Boh are the general contractors
Metro is the DBE providing support services
What's really frustrating is the entire point of design-build is to avoid these problems that we keep having.

Just wait until they start testing the baggage system. That almost always seems to delay airports and I doubt New Orleans does it better than anyone else.
Aside from building on some of the worst soil in the metro area on that side of the runway which is already causing taxiways to sink and pipes to break I do not understand why the drop off area was designed with only partial cover from rain. You will get wet if you are getting out of a car in rain in that area.
They could have done an end to end renovation on one third of the airport at a time for a far lower price. Of course that is harder to skim.

This is an even stupider idea. Build the airport across a river from where everyone wants to go. It's not like either city (BR, NOLA) is ever going to get close to expanding close to Donaldsonville.
