This is common training in law enforcement now. It gets driven home by a video from South Africa where there's a gunfight and an officer jumps right in front of another officer right as he's taking a shot and catches one to the back of the head. "Staying on line" is heavily enforced. These guys walking 3-abreast leads me to believe that they're cops.

I thought a call came in earlier about a short black male with a backpack on a bike. He might have used the bike to get away and then figured he was far enough away to walk.

How does someone not take off the jacket/hat/swap shoes that are dead giveaways of his identity when you're 2+ miles off campus??? That's crazy on his part, seems he had minimal intentions of getting away.
