No reason to wait, if for no other reason than to get pain relief. Full weight of horse on a foot it's probably broken anyway. Take SO to a limp-in clinic.

Take her to the vet. They have X-ray equipment there.

She should ride the horse to the doc. It owes her one.
In all honesty, if she doesn't have much to do and can ice it hard and stays off it, it can probably wait until tomorrow. She just shouldn't do more damage or let it go untreated, but even if it's a bad enough break to need reconstruction, that won't happen today.
FWIW, I almost never go to the doctor, even when I clearly should, so I'm not the best source of advice.

She was an equestrian as a little girl, got back into it a few years ago along with her kid. She has a retired thoroughbred she's trying to sell. Hard to justify financially since the kid lost interest.

Market sucks right now. Except on the high end, with the imports, etc. too many warmblood snobs turning up their noses at TBs.

Swollen on top and bottom. Can move toes but cant put weight on ball of foot. Headed to urgent care.

Infection/inflammation would be a downside.
If your SO is a fairly tough girl, and she cannot put pressure on her foot, it is probably broken.
