Why would he get off the Gen De Gaulle exit to get to Behrman & Holmes? The next exit off the bridge puts you off at Terry & Holmes. To get to where the shooting occurred there is no reason to go all the way through Algiers. One of those vehicles was definitely following the other for quite a while.

It speaks as to the mindset of who might be the instigator.
Who was thinking and acting rationally? The fact that one pulled alongside a vehicle, and parked his vehicle, speaks to the level of anger or lack of control he was experiencing.
The fact that the shooter, obeyed traffic rules when stopped in a travel lane, at a red light (whether he was aware of a conflict or not), then waited on the police to arrive. That speaks to his mindset

He should be charged and still in custody. The shooter could have called the cops while driving. It seems like this incident was drawn out long enough to place a phone call. If the police would have been involved then Joe would be alive today. Regardless of his anger or the role he played.
You don't sit in a car with the window down, gripping a loaded weapon, waiting for someone to come up. Unless you have little time to react to an unprovoked attack. Specifically, one that poses a more serious danger than an unarmed road rage participant.
That doesn't seem to be the case here. This became an unbelievably tragic and deadly pissing contest.

The bottom line here is don't charge someone's car and try to open the door the beat the crap out of them because this is what will happen. The marking on the Gasser's door shows the dust prints of where McKnight tried to open the door to go after Gasser.
Both of these guys are fricking idiots but the bigger idiot is the one who now has a funeral because he couldn't contain his anger and put himself in a dangerous situation where he was justifiably (under the Louisiana law) killed.
