How is allowing people not to pay their water bill help in relation to the coronavirus?

Congrats. Those same residents will never pay another water bill again, nor be expected to.

Will have to pay it eventually. BR Water Company isn't just going to forgive all the bills of those who choose to not pay. Think of it more of a defferal.

St.Tammany is doing the same thing, they are even turning water back on for people who didn’t pay.

This is needed in NOLA. They send out estimates $1,00 bills for service.

I think this goes into effect when a state of emergency is declared for the entire state. Similar things happened during 2016 flood. (Not trying to say it's the same disaster, but the rule may go into effect when emergency is declared)
