It's 15. The goal was to trick people in missing the mug.

I don't think it's an assumption to observe that the mugs are identical.

Are you convinced that that bulge isn't there? Maybe the mug manufacturer made a defective mug with a bulge that the bar owner was able to purchase half off to serve to the creepy old guy at the end of the bar. Who knows?
