NOLA agrees; they have had a few types of removable bollards. As explained, the movable middle bollards on Bourbon are being replaced, there are still the green bollards there.
They parked a unit in front of the missing bollards, but did miss that someone would hook a u-turn and squeeze behind where the unit was parked past several cops that were protecting the area.

You may be shocked to learn we have a pretty robust security system with human patrols, trained dogs, security cameras being monitored and other technology (see the gun locating tech used during MG).
No one’s expecting perfection - just pointing out that blocking the street while leaving the sidewalks open is a pretty obvious half measure.
Seeing the video of how sparse the crowd was at that hour compared to earlier does begin to justify a laxing of the security presence but this attitude of we can’t stop everything so why try anything is pretty dumb

There are really mean access denial barriers available that can be moved from place to place.
Not having those is criminal is this case.

To be fair we have concrete pillars on sidewalks at a variety of locations, including the courthouses not too far from this incident. A few around this intersection would not be wild.

To your premise, you are correct. More could have been done to make Bourbon Street safer. This isn't what people want to hear today, but to what end? Where does it stop?
Like you and others have said, he could've achieved the same result along Canal street, or another French Quarter street, or at any of the other hundreds of mass gatherings that existed last night. In a free society, the reality is, there are hundreds if not thousands of target rich environments for wackos with a vehicle.
