A lot of his journal was written in Russian. Even if you use google translate and copy it, it’s still a hard language to write properly and his handwriting was very good. Completely false. "Liberals" were reforming the state ran institutions because they have been abusing patients for years....conservatives got on board with that reformation by cutting funding during the Reagan administration....a tossing out of the baby and the bath water....

Jimmy Carter signed the Mental Health Systems Act in 1980 which provided federal funding for state and locally ran mental health care facilities. 10 months later Ronald Reagan when the Gipper signed the Omnibus Budget Reconciliation Act of 1981 ended ALL funding of the MHSA and all federal programs associated with the act. The MHSA was passed in almost near unanimous bi-partisan fashion, 277-15 and 93-3. It was the result of about a 30 year campaign to reform mental health care in the US and incorporate mental health into the overall public health system and planning. The Gipper ended it and here we are....
