Martin Shkreli Thrown Into The SHU After Claims Of Running Company With Cell Phone In Jail

Staff charge them, or they have a charger they can plug in, usually somewhere in day room area. In older jails, where electricity was added later, there usually are poorly placed electrical sources and they use chairs, blankets, position people to hide what's going on.
