Very rarely do I throw to someone on a ladder. There has to be a very small child on the ladder for me to throw to them.

YEah every year I go we always have a tent also on st. Charles that is well away from the curb that we use for cooking and ice chests in case of rain. I have never really felt that it was in anyone's way since it is well away from the curb.

I have no issues with tents being towards the back of the neutral ground, especially for the big days.

What is the reasoning for snap pop/stink bomb ban?

Do people think they sound like gun shots or something? As a kid, Mardi Gras was pretty much only time I played with snap pops. Are party poppers next on the ban list? They are louder than snap pops.

I joined a friend at his spot on St. Charles last year for a week night parade and I was pretty damn ashamed to be inside their roped off area.
Damn area was huge, like probably big enough for 50 people. He had 25 or so chairs set up and there were only 10 of us there the whole night.

The reasoning given was the police think they sound like gun shots and they scare the police horses.

Unless snap pops have technologically advanced since I last used one, they were no louder than the sound of a twig breaking. Hell, we'd pop them between our fingers as kids. I have also never seen a single horse get spooked by them.
