California, with the extremely high cost of living, large populations and their significant number of social programs in place, surprises me that they are the 8th best. I would have guessed they were much lower on the list.

How does race explain WV, Oklahoma, Kentucky and Indiana? Now do it by party. That's the trend here, but hey, let's inject race.

Honestly, I looked at the map and immediately thought “rural vs non-rural”. Seems to be the clearest correlation here.
