I would say the biggest issue is victimizing criminals. The fact this is even a question is a problem.

The driver was out for a leisurely drive and he fainted do to a lack of sleep from volunteering disadvantaged youth and woke up to a thump and there was a guy under his golf cart it's a tale old as time.
