These "head shots" could have nicked an ear, grazed a cheek, or creased the scalp.

I flashed my lights at some fricker who came up behind me on the freeway at about 9:00 with no lights on. Didn’t see him until he was too damn close to my rear bumper, both of us doing 80 or so.

You may have better info, but the article linked by the OP said, "Medical personnel later counted 18 bullet wounds to his body. Officers said they found 11 spent shell casings at the shooting scene."
18 bullet wounds could result from fewer than 18 shots -- e.g. entry wounds and exit wounds. An entry wound and a corresponding exit happens a lot with 9mm FMJ (not saying he used FMJ ammo, but a lot of thugs do).
Nothing said 20 shots were fired.
