Even it it was set up. It makes you wonder about all the worthless people who watched him take the wallet and didn't do a damn thing about it.. Maybe one or two people said stop him, everyone else just watched

That seizure doesn't look real.
One give away, IMO, is how the guy braces himself with his arm when he falls.

The guy with the seizure is about 6'3, 160 lbs. I cannot say it is the same guy but there is another just like him having a seizure in the hood and getting his wallet stolen.
