what were the lifeguards doing?

The guy with the drone said he talked with them, they told him she wouldn't have made it with him.

Not really, they just don't use them beyond their operational limits. If high wind keeps you from fishing, no big deal. That's not an option for surf rescue.

Were there double reds at the time of the incident, or was that just b-roll? Because the guidance is pretty f'ing simple:
