Man arrested for obscenity at Comite River Park

Around 9:45 a.m. authorities were advised by the victim that when he was about to start his run he witnessed a male getting out of a vehicle with his genitals in his hands. The victim stated that the indecent male stood towards him exposing himself, then got back in the car.
A few minutes later the suspect exited his car again with his genitals still in his hands. The suspect then pointed at the victim which prompted him to call officials. With the suspect back in the vehicle, the victim noticed the automobile rocking from side to side, accusing the suspect of masturbating.
According to documents, when authorities arrested the suspect, Cornell Baltazar, 23, he stated that he was minding his own business trying to masturbate and that he wasn't bothering anybody. Officials say that Baltazar told them that he never exposed himself to the victim and that he was just trying to please himself in his vehicle.
Baltazar was booked into East Baton Rouge Parish Prison on one count of obscenity.
What kind of world are we living in when you can't please yourself in your own vehicle at a public park?

This guy just happened to do this at a park. It happens in libraries, mall parking lots, bus stations in big cities. In College we ran one down on Alvin Dark when he pulled up next to a girl walking from Circle K. He got out and had no drawers on and waving his dick at her. We happened to be nearby drinking at a party and heard her scream.
The dude in this OP has a legit sexual disorder.
Paraphillia
The dirty married men who used to cruise BREC Parks and now use Grindr can be considered pieces of shite for cheating on their spouses, but let's not confuse these assholes' behavior with a genuine sexual disorder.

I had a girl flash me in Cafe Du Monde in the early hours of the morning at Mardi Gras about ten years ago. She was completely nude and damn fine. She was sitting at an adjacent table with a guy and they were about to leave. The guy saw me look at her and he gives me the “come over here” wave of the hand. I walk over and the chick opens her coat, smiles and they walk out. I was so surprised I didn’t say or do anything. Walked back over and sat down with the people I was there with. The BREC park frickers were a very real thing in the 90s. The dad of a girl I went to HS with got busted propositioning an undercover cop at Forrest Park
