If you can't answer that question, doesn't that mean you won't be making a statue from scratch? I doubt there are many statue artisans here, but there are some talented people here who know a lot about busts.

Making statue of King Joffrey or Ramsay Bolton?

Step one: get a shite ton of clay
Step two: sculpt clay to make statue
Step three: cover clay in plaster to make mold
Step four: remove mold from clay and fill mold with whatever material you want the statue made out of, and reinforce said mold to make sure it stays shut, but also make sure there's some kind of substrate in place to keep the material from sticking to the mold.
Step 5: Wait for material to set and harden.
Step 6: remove mold and touch up edges with hammer and chisel.
Step two: sculpt clay to make statue
