I've read it was a hustle and the biological mother lives on the same street. They were probably splitting the foster family money, and the dead girl likely spent more time at her mom's house than with the foster family.

In other words "mom" realized the shooting was justified and that the city responded by standing behind the officer, when she was originally seeing George Floyd dollar signs...
Now it's on to the backup target to potentially squeeze some money out of her daughter's death somehow, since suing the PD won't work.
It has nothing to do with accountability and admitting some fault, that would require some form of shame and morality. It's all about the $$$$$
