Now can you see how this happened to you? Now extrapolate to all the REALLY important things government can do to you.

Crappy roads and schools — Gov did that.
Low wages? — Federal Reserve is explicitly saying they trying to do that to you.
Racial tension? — activists and academics did that — they work hand in hand with Gov.
High crime in your cities? — Gov did that.

The state would be imposing "discipline" on the merchant, not the household. Much like age verification restrictions on alcohol, cigarettes, firearms, R rated movie admittance, etc.
