How high up the chain do you think they would have to run a letter like this to obtain signature authorization? This isn't a "thank you for your donation. With your help, I look forward to winning this election for all of us" form letter.

The distinction is irrelevant. It's on her letterhead from her office and her agents. She likely writes very few of her own letters these days, but I would imagine that she agreed for the letter to be sent.

Exactly. This wasn't a form letter. I would think that HRC would have to authorize it. Maybe she didn't write it or even read it, but I would think that she would know it's going out.

No way in hell. Her campaign probably sends a few thousands letters a day. I highly doubt she bought off on this one and had it sent within hours of the twitter post from Perkins.

So either before, during, or immediately after a PRESIDENTIAL DEBATE, she was briefed on and approved sending a letter to someone she never heard of, about something nobody has ever heard of....

There's usually "policies" in place for things like this regarding form letters. As long as no action is demanded and it's a simple note of thank you, sympathy, etc. anyone on that staff would be able to issue it.

dude i've worked on campaigns much lower than the Presidency with MUCH more ties to the area where a letter was circulated and the candidate had no idea the letter went out (his #1 did, though)

dude the national HRC campaign gives negative fricks about anything in Louisiana
they have a bunch of important states they have to secure and have only so much time in the day. literally any time spent on this letter would be completely wasteful given their goals
