Usually water pressure issues to that degree are caused either by a break in the line, a clog due to the pipe's age, or a developer cheaped out and used inadequate piping.

If it's dangerous to host classes in a building because of insufficient pressure to provide fire protection, then it's dangerous to let some of the same kids sleep in buildings nearby with insufficient supply of water to put out a fire.

I think LSU is saying the addition of faculty-staff, off campus students, and other persons on campus could jeopardize the water pressure to put out a fire in a res hall.
5,000 people live on campus. Any given day there’s another 25,000+ using the utilities coming from off campus.

If there is a fire in a building it could be in any building a dorm or a classroom. There is equal danger from a fire because water pressure would roughly be the same.
Now if a second building caught fire the danger could be more serious as pressure would really drop if two fires had to be put out. Maybe that's what they are concerned about, multiple fires.
