No they didn't. NFIP requires the community to spend resources on flood protection measures. Those communities chose not to protect its citizens from flood risks and, therefore, did not qualify for NFIP.

I can't speak for all of them, but several of those "towns" are towns in name only, with maybe a couple hundred people at most. Maybe the paperwork is too onerous? Also, some of them are on very high ground for Louisiana. Athens, for example, is about 250 feet above sea level.

To be fair Kincaid has a lake on one side and a river on the other. Athens has a bunch of pasture ponds.

You may just be thinking of the wrong Cowboys there chief.
Seems like an issue that needs to be taken up with the city, bit I would imagine a lot of these smaller villages don't want to put up with the hassles involved with flood protection improvements. You can't just go drop in a bulkhead and call it a day. It takes permits, studies, and many man hours, all of which add up quick. I doubt FEMA is helping those towns with the cost to do that work.
