I can read to my kid (& have since birth) all night but no way in hell I'd ever be able to teach her how to read.
Besides the fact that there are other subjects to teach, it does no good to teach a kid to read if it isn't being reinforced outside the classroom. Kids don't just go to school, learn to read in class and have it down pat. They have to be exposed to it outside the classroom, and that's not happening in a lot of these schools.

I wouldn’t expect all pre-K students to show up knowing how to read. Do these parents know their letters, numbers, and colors? Simple counting and letter recognition can be taught by practically anyone. The literacy of the parent isn’t the problem. The total lack of effort to spend quality time with their children and their own devaluing of education is the problem. I wish people would stop making excuses for “deadbeat” parents.

The parents might not know how to read very well either. It’s a cycle. Not sure how so many people feel such sympathy for the children for not being raised correctly but then no sympathy for when the child grows up.

Starting in 6th grade public schools should incorporate something like the college Deep Springs College.
This is part of what the college does.

I am not saying for it to be identical to this, but give kids shite to do that they have to take responsibility for and that they can take some pride in doing and that will teach them life skills.
The school system in general is shite especially when they get to HS. For kids who are not going to college there is very little. So if you are not going to college, its almost as if they are going at it as if there is nothing for them. They are not introduced to what skills they can learn that can earn them a good living.
Its fricked and that's part of the reason these kids are attracted to the streets.
This is part of what the college does.

My wife no pics, a literacy specialist, says this is proven not to work. Whoever said it’s about something other than literacy, like free lunches or some kickback to other people is exactly right. If you don’t start early and progress them appropriately, no 30 hour crash course will have any effect; as the studies and previous attempts show…. This is basically some $$$ boondoggle!

You are, in fact, teaching her to read! It's the exposure to words, in general, and hearing the correct pronunciation of a variety of words that helps imprint this information in the brain.
So, when she goes to school, she has all of these references to draw upon when the teacher starts formally teaching. Literacy isn't just visually breaking the code, it's making it easier to recognize what they're seeing if they've heard it a million times.

THAT’S the problem. We make it very difficult to fire a teacher in this state.

My brother and I read way beyond our grade levels because we were read to almost every night pretty much until we were in middle school. We were easily college-level readers before the 9th grade. Exposure is everything; hearing, seeing, repeating the words they don't understand and you telling them the definitions will have dramatic impact on their vocabulary for life.
