I really don't understand the logic here. I guess it doesn't really make that much difference since nobody goes to malls anymore, but I still can't wrap my mind around why some stores would be excluded.

9This will sound weird, but Wouldnt 25% of fire code capacity at some restaurants still maybe be 100% of their seating?

Announcement will be June 1, but phase 1 will be in place until June 5th minimum

Maybe if they have a large open bar area. Probably still not going to get all the way there.
It's going to be more than 25% of their actual tables, though.

This is going to give those places doing take-out / outdoor dining some options. A lot of times during the day, they aren't at 25% capacity anyways. At busier times, now they can offer to-go, eat outside, or inside table service. Don't be surprised to see some "eat outside" specials during busy times.
But between those three options, again considering a lot of times during the day they aren't at 25% anyways, hopefully they will get close to 75-80% of a "normal day sales".
Places that haven't been able to do to-go or outdoor, prob makes sense to stay closed...

Some of them are very small and most of them may share HVAC systems? That's all I got (and it's pathetic)

Same. Except the guy was Siri. I kept trying to get directions to "Wrought Iron" beer garden. She kept giving me Wrong Iron. I ended up cussing her out, googling, seeing I was wrong, and feeling bad for Siri.
