ETA: For those of you having trouble envisioning what's going to happen, this is it.
PDF
North is up. I-10 EB and WB are the lighter roads that exit the PDF in the middle of the right side. The existing flyover from I-12 WB to I-10 EB is the curved road exiting the lower righthand corner of the PDF. I-12 WB is the greyish road that starts in the left middle of the top of PDF and leaves the middle of the left side. I-12 EB is the greyish road that crosses the PDF on a diagonal right in the middle from lower left to upper right. College Drive is not shown in this PDF and the 10EB and 12EB split is not shown (it's just off the lower left corner of the PDF), though both roads are shown as they continue after the split. 10WB merging with 12WB is shown in the middle of the far left side of the PDF.

The WB College Drive exit from both interstates will be turned into a frontage road after I-12 exits onto it. I-12 exiting onto the College frontage road is the road with the yellow arrows. I-10 WB's College Drive exit will be moved to right after the exit for I-12 EB. The road will then go up in the air, over (maybe under?) the existing 12WB to 10EB flyover and over all of I-12 and the traffic from the I-12 offramp to the College Drive frontage road. It will come back down on the other side of the I-12 portion of the off ramp and merge with it. The traffic from I-10 will end up in the right lane of the frontage road and the I-12 traffic will be in the left land. The frontage road will then continue for about a mile to the existing College Drive interchange, giving plenty of time for people who didn't learn to drive in Baton Rouge to get into the lane they need to make their turn at College.

It's not adding traffic to College, it's just letting everyone from I-10 get over to College without crossing a single lane of the merge between 10 and 12 WB or traffic trying to get onto College from I-12. The first exit on I-10WB after the merge will then be the Acadian exit, not College immediately after the merge. I believe the College on ramp to 10WB will remain unchanged, so there will still be that clusterfrick of College onramp traffic crossing Acadian off ramp traffic.

In a way, it's the same concept as what they did at Siegen and Bluebonnet. Traffic coming onto I-10 WB from Siegen and traffic getting off of I-10 at Bluebonnet snarled because they were both heavy streams crossing on the interstate. The existing setup now flies one over the other so they don't create the traffic jam where they cross. Same general idea applies here.

It was how to sell $650 million worth of road work. BR get $380m NO gets the Loyola entrance to the new terminal and Shreveport gets Barksdale. All basis covered and politics as usual.

The bridge, whenever it comes will be a different pile of monies.

A good example would be the flyover ramps you have in Jefferson Parish to connect I-10 westbound to the airport access road and the flyover ramp from Power Blvd. to I-10 eastbound.

Makes you wonder why they don't just do like Texas and have one way feeder roads on each side of the interstate.

Takes up more real estate but is a much more sensible way to serve all the shopping centers, fast food and other commercial stuff that springs up next to the interstate.

Do a ramp at 10/12 split that goes up and T bone flyover , West to Perkins and East to Corporate. Completely bypass College. Build a proper loop and service roads, strategically use imminent domain on all crappy neighborhood, old hotels, Gardere, etc. Citywide economic development push to promote gentrification through tax incentives. Attract successful Gen X and millennials, tech, and create a more hospitable business environment. Pick up a couple Fortune 500 satellite offices. Flourish. Divert the Mississippi River to snake around Baton Rouge a few times, creating more surface area for industry, jobs, and tax revenue. Get city in the black. Make St. George the new capitol.

Keep El Cid at all costs for old time sakes.

Been talked about a while for those who went to the DOTD meetings. It's part of the first steps to widening 10 in addition to upgrading the Acadian Thruway exit and closing the Perkins road exit and entrance.
