Every student takes it...including those students in Special Education programs. In short, their scores (non-gifted) are a major drag on the average. Prior to this mandate, the average scores were a good bit higher, especially St. Tammany.

Why? They’re both larger pools to draw from, with some schools to bring down the overall score.
Also, LP is a point away from St Tammany. They spends around 1000 dollars less per student and a lower family income.

St. Tammany is actually kind of impressive with that many kids and being that high.
edit: IIRC one gifted HS in BR in the mid 90s had an average of over 28.

Good Schools--- West Monroe and Sterlington are the cream of the Parish
Solid Schools---- West Ouachita(should be better), Ouachita High School(slightly declining)
Bad Schools---Richwood High School, my guess is they bring the parish average down a few points on it's own

Oak Grove is in West Carroll, which had an average of 19.1. That’s in the top half of the list and not awful for a poor, rural school district. Don’t lump Oak Grove in with those other places. It’s actually a thriving small town.

Monroe doesn't really have much in the way of private schools so there are still smart kids in the system, at Neville to be precise.
