Outside of state politicians benefit as follows:
1) The current media narrative is 'reckless' Southern states led by Republican governors is going to kill people. The media is armed, because an increase in cases/deaths is likely from opening up the economy. Although, such increase will be well within the capacity of the healthcare system, which was the original intent of the order.
2) Louisiana is a Southern state with a Democratic governor. This narrative loses it's punch if Louisiana joins the Republican led neighboring states.
3) In operation "beat Trump", the Democratic party would like this next few weeks to consist of a media beatdown of FL, GA, and TX - which requires LA to be left out of it (at the moment).

This is all nice and good, BUT until these lawmakers actually do something it's all just talk.

I would guess that more Federal Funds are given to the stricter level of quarantine. But I’m probably wrong.

Correct; statute is La. R.S. 29:768(B). Need a petition signed by a majority of either house. Can establish a period during which no other declaration of health emergency may be issued. Thereafter, governor shall issue an EO ending the state of emergency.

Louisiana has 27k cases with 1,700 deaths related to covid-19...yet the state wants to open things up...
Clearly its not the smartest people running the state right now making the decisions.
