How so…if anything it speaks to the source this report from… also to education, literacy levels and civil access in West Virginia if true… because clearly a large part of the population can’t fill out simple forms if true

I've been to new Mexico about 20 times, some for work at Los Alamos, other times for outdoor activities.
It is a beautiful state. It is a sportsman's paradise.
It is also poor. The native population has an intelligence problem. Many are still stuck in 30 B.C. .
The state has tons of natural resources but most of the population isn't motivated to act on them.
And that is the main reason the state is poor.
And the political situation is that if you are not a native the counties' political structure will force you out. It can be ' knives out' situation. Many do not want outsiders to come in and make changes.

Most as a percentage or total number?
I find it hard to believe states with populations under 4 million have more total people on SNAP than California, NY, Texas, etc
