Lots of charities depend on gov contracts to provide services. Hopefully, most are not bogus. These organizations use charitable donations to maintain their admin base and contracts/grants to provide services.

Here is a shot for some easy political points for Sid Edwards. Put out a resolution that lame duck office holder cannot award contracts.

Is it too small fries to have an investigative law enforcement body look into this person's relationship or dealings with Broome?

Yep. Or more likely, someone from St. George or Central can by mayor of BR.
One of the many reasons that it's time to abandon the consolidated city-parish government model. That and the fact that the parish population is split 50/50 between BR and not BR. Let the parish president focus on doing what's best for the parish, and the BR Mayor focus on Baton Rouge priorities.

He should know that in Louisiana, an elected official can’t contract past the last day of their term. Anything signed is void the day new mayor takes office

To expand on this. The consolidated city-parish government was formed in 1949. According to the 1950 census, the City of BR population was 125,629. The population of EBR parish was 158,236. 79.4% of people lived within Baton Rouge limits.
2020 census: 227,470 in BR; 456,781 in EBR. Only 49.8% of people live within Baton Rouge limits.
