I'm looking for an artist, but I'm not interested in paying for a piece to be commissioned so to speak...
I've heard about Fivrr and Thumbtack... is there anything like that where I could pay someone, affordably, to either pencil draw or charcoal sketch my FIL's dog on a canvas/paper/etc. for his birthday?

Take a picture of it and use one of those apps that turns it into a pencil sketch.
Import it into a vector photo program and enlarge it and have it printed to canvass.
