Do you really need a link? If they don't chase, the evidence gets tossed. The incentive to give chase opposed to just putting out a description of the car increases exponentially. Next thing you know fricking 20 cop cars are in line chasing someone.

Agreed. Like that incident in Port Allen two weeks ago where the police chased those two good boys just for driving on the shoulder around stopped traffic. All they found at the end of the chase was that kidnapped woman tied up in the back of the van. Cops should have just got that license number and written those boys a citation after they were done raping and murdering her.

I would ratchet up charges of fleeing police in a vehicle, first of all. Make it a serious felony.
I can't believe anyone thinks it's a good idea for cops to simply let criminals go when they flee in a vehicle. That's a monumentally stupid idea.

You charge him with murder. Louisiana I believe has a law where you can be charged with murder if an accomplice of yours is killed while committing a felony(shoot out with cops during a bank robbery for example).
That should be applied to innocent victims whether killed by the suspect or the LEO in pursuit.
Make this widely known and follow through with the conviction via mandatory jail time or other stipulations to reduce plea-downs.
