The Livingston Parish Sheriff’s Office K9 Division conducted the stop with an 18-wheeler on I-12 Eastbound at Denham Springs. During the stop, LPSO deputies identified the truck’s driver as Anton Vitalyevich Rakov, a Russian nationalist, according to the agency. Due to his illegal status, Rakov was taken into custody.
An investigation into the 18-wheeler’s trailer led LPSO Narcotics agents to discover around 358.14 kilos—789.56 pounds—of methamphetamine. Livingston Parish Sheriff Jason Ard said this is one of the biggest meth seizures in the parish and all of Louisiana.
Rakov was previously arrested in Livingston Parish this year on the charge of manufacture and distribution of schedule II drugs (800 kg of meth).

If you look at his booking records from April, he wasn't charged with being Illegally in the country.
Livingston Parish either messed up or made a deal with him to get a bigger fish.

The only judge he's gone before is the Judge setting his bond.
That judge was only given 2 charges to consider:

Stop looking for a judge to blame, start asking why the LPSO didn't flag him for being illegal when they arrested him in April.
Could be that he was here legally at the time of the first arrest, and he had his status revoked because of the arrest.
Maybe he was presented with an offer by the LPSO to not be reported at that time in exchange for helping them. You help us now and we'll allow you to stay in America a little longer...or we'll do our best to support you getting legal status. Or hell...maybe the promise of supporting him serving time in an American prison instead of a Russian prison or whatever punishment he faces by being sent home.
