Yes and yes.
You have to think repopulation and people who can not only survive but rebuild civilization.
I’d say pick men ages 15-55. All relatively healthy and strong and can reproduce. Women ages 12-35. Child bearing years. Reproduce with older ones first and you need young ones to be the next generation reproducers in a few years.
Pick people with useful skills. Farmers, carpenters, hunters, military. Strong, in shape. 500,000 women and 500,000 men. Find athletic women who are intelligent for good genetics and that have useful knowledge or skills to contribute to the rebuild, and don’t have to be coddled. Of the men get 400,000 “baws” to build, hunt, protect. 100,000 professionals or intellectuals to design and help rebuild things like buildings, bridges, power grids, engines, practice medicine, etc

The way to avoid the masses storming the bunker would be a select few govt officials and military brass would know the asteroid is coming. Nobody is told. They pick military members from elite groups that will be saved. Then select the private citizens needed without their knowledge, and send those military to collect them in the night without anyone knowing and take them to the bunker

But it’ll end up being elitists and politicians filling out most of the 1,000,000 and the population will die off inside of 4 generations.
