when i bought my house, i cleaned up the yard, brought in fill dirt, leveled and graded the yard, fixed the drainage, and then every time i went there to cut the grass, all the neighbors came over to say hello each time.

turns out my house was the trashy one, the last owner let grass grow until the parish had to cut it, and always had trash and junk scattered around.

at some point he will sell it, and then you will have a good neighbor, but until then, there aint much you can do but complain and have the parish handle it like my new neighbors did with the previous owner, but they said it has to be like that for 3 months before they will cut it

I don't have an HOA but we do have Code Enforcement and they are out everyday. Anything over a foot and you're getting a warning on your door.

I used to have elderly neighbors and always cut at least some of their yard for them when I cut mine.
