Update
Turns out it was our neighbors 8 year old kid. He tried to also set our house on fire which almost worked. Realized this afternoon that the internet went down bc he burned the cable with a spray paint can and a lighter. Our gas can was empty (luckily) or else he could have burned our house down with our dog inside. Cop said bc he's under the age of 10 that you can't press charges. So now the side of our house has fire damage and we can't do a thing about it bc there is no evidence...

Not without hard evidence. the security camera didn't pick him up I guess bc he is small and was crouching out of sight of the camera when he torched our internet connection/side of the house

Bc that same kid had the cops called on him when he stuck sticks in our neighbors gas tank and attempted to light it on fire. The homeowner was there and witnessed it and called the cops. I mean deductive reasoning here... This all happened yesterday

I knew of a kid like this before. Set a fire in a school bathroom, set stuff at his neighbors on fire, burnt down his own house. He was caught multiple times.
Just a warning, the little dude is most likely not going to stop, even when he knows he is caught. There is a good chance, in the future, that something is going to get burnt down. If he doesn't have parents that are aware, and do a extra good job of watching his every move (usually the kids doing this don't have that), I would be scared.

I can't speak on Louisiana specifically, but a lot of states arson is considered a forcible felony... thus grounds for legal extermination.
