Sarcasm. A few years back when the river was high and they had a storm lots of folks were advocating for it. 
Same people believe it should have been opened for the 2016 Baton Rouge flood.

After having access to 6/18z Euro runs for the past few months, I will say they can deviate greatly from their 0/12z counterparts. Not sure if that’s just a purely subjective observation, but they appear to lack consistency or continuity.
