Restore power to what?
Power was interrupted to the Chernobyl facility yesterday or the night before. The fuel still located there must be constantly kept cool by water pumps to prevent overheating and another release of radiation. The maximum estimated time before it began overheating without the pumps running was 48 hours. They cannot restore the electricity due to the activities of the Russian forces.

That statement was talking about Chernobyl. According to Ukraine, the Russians have “disconnected” Chernobyl from the grid, so they have lost remote monitoring and are operating on generator power.
The International Atomic Energy Agency doesn’t seem to think the loss of power is a huge deal in and of itself, from a safety standpoint. Ukraine is obviously arguing that it is, so who knows.
What’s more interesting (or terrifying, I don’t know) to me is that apparently the “monitoring” systems that have been knocked offline are there to identify any removal of radioactive material from the site.
