Russian negotiator Vladimir Medinsky made several key remarks ahead of the planned meeting with the Ukrainian delegation in Istanbul:
The Russian delegation will be waiting for the Ukrainian side starting at 10 a.m. tomorrow, and expects them to arrive as scheduled.

This is straight out of hardcore Ukro fables that Ukrainians are somehow more Westernized than Russians. If anything it's the opposite. I've yet to see Russians tie one another to lamp posts with shrink wrap, kidnap men into vans while beating them to be sent to the frontline, and pose with caught men at the borders who tried to flee to Moldova or Romania. Make matters worse, their corruption even during most testing time hasn't gone down, there's scandal after scandal of high profile Ukrianians stealing and taking massive bribes in military procurement, conscription, and humanitarian areas. How is this better than Russia?
Last I recall, Russian queens and kings had lineage to Germany/Prussia and formed close royal ties with Western nations. St. Petersburg and Moscow were sped up to "westernize" and "civilize" while Ukrainan peasants were the least developed and overlooked in terms of giving opportunities, much like Russian peasants in the far east. It didn't matter if they were in the east or west of Russia and Ukraine was a Western part of Russian empire for several centuries. Kiev was populated by Russians and Ukrainian peasants were moved to the farmlands. Russian empire also tried to get rid of Ukrainian speak, which was predominantly spoken by peasants on the outskirts of Russia.

Another example of this happened last week. Another high profile Ukrainian military figure was busted for stealing money. It is baked into that society. Lingering effects of that communist system.
