If everyone would just act rationally, that is look out for themselves, everyone should just drive on the interstates and highways like they were speedways and we might actually get a substantial proportion of the populations to safety if everyone did what they were supposed to.
Edit: Merging onto the interstate is going to be a “how bad do you want it” scenario.
We should really consider drills for this like we do for fire and tornados in schools.

We’re in north Houston.
The time/distance/chaos to get to Hill Country or in the general direction of Big Bend is insurmountable.

I have a smaller version of a Virginia class sub parked in my underground man cave right now. I'll just have to take the stairs I reckon. A crew of 8 can stay submerged for 350 days.

Has anyone sat down to figure out the total amount of time it would take you to travel to a minimum safe distance to avoid a nuke?

My place of business is something like 1500 feet from an interstate on-ramp. The biggest problem is that the interstate travels parallel to the downtown area, so for about 1.5 miles, I am making zero progress towards putting distance between me and ground zero.
The other option is to do the counterintuitive thing and take one of the backstreets that leads directly away from downtown. I could bet on 90 percent of other people wanting to take the interstate while the two lane roads remained relatively clear.
I’d have to be very careful though with the intersections and erratic drivers running red lights, but I could conceivably put 5 miles between me and ground zero if I am careful.

Here is a nuke simulator, one of the bombs says (In current Russia arsenal so I used it.) Simulator is like 10 years old so again not sure how accurate

Aright Baton Rouge. Tomorrow is the big day. At 10Am we shut down the interstate for an hour and then at exactly 11:05 everyone needs to rush to their cars and try to get on the interstate to evacuate town.

Well Russia has Ukraine’s capital city under siege as well as most of their other major cities.
Ukraine is literally begging for the west to come in and save them and Russia isn’t asking for anyone’s help.
Ukraine is giving instructions to old women and children on how to make Molotov cocktails and Russia isn’t.
Ukraine has called for a mandatory mobilization of all military aged males and Russia hasn’t.
Putin is giving his press conferences from a Palace and Zelensky is giving his from a bunker and can’t even move freely around his own capitol city.
Shall I go on?

It’s disingenuous to use this as a “metric.” Ukraine was always going to be dependent on outside arms to ship in to red up ply. And they *are getting arms from the West.*
The only thing they are “begging” for is a no-fly zone.
Meanwhile, the Russia military has every advantage in terms of manpower and raw supplies and is still stalling.

i think its fair to point out that ukraine is "losing" and is overwhelmingly likely to lose while also acknowledging that this has ultimately not been a great indictment on the russian military, especially their air force

Obviously Russia’s invasion fell well below Is expectations and has been a failure in many respects. It’s also clear that if sanctions and the casualties imposed by Ukraine don’t cause Russia to agree to a cease fire and no one steps in to help Ukraine fight, Russia will eventually be able to overcome Ukraine in most of the important southern and eastern Ukrainian cities, which I suppose will be a pyhrric victory of sorts.
However, several of the things on your list aren’t really ways to measure who is winning the ground war.
