What’s the effective kill
range of these cluster bombs?
Any chance we can lend them a few of c-130 gun ships

Depending on projectile type up to 30km according to Wikipedia for the 155mm ones.

I have no idea, you are best off checking out the Washington Post article that was cited from for the context on that particular statement.
My quote of the entire passage was to illustrate the changing stance of US administrations over the last 15 years towards cluster munitions, there hasn't been a firm policy, though it has trended towards stopping use and production of them.

British Defence Intelligence
INTELLIGENCE UPDATE
UPDATE ON UKRAINE 9 July 2023
Russian state-approved media has responded to the 24 June 2023 Wagner Group mutiny in three phases. Outlets were almost certainly initially surprised by the mutiny and were not prepared; Russian TV maintained its usual schedule.
After the insurrection was defused, Russian state outlets sought to 'correct' claims that security forces had been passive. Narratives promoted the idea that President Vladimir Putin had triumphed by thwarting the insurrection, while avoiding bloodshed, and sought to unite the country behind the president.
Nearly a week later, the state started to play down the significance of Wagner owner Yevgeny Prigozhin and the mutiny, while tarnishing his character. Wagner Telegram channels have largely gone silent, almost certainly due to state intervention. By contrast, Putin has undertaken unusually prominent public engagements, almost certainly aiming to project strength.

Without assurance Ukraine will not join NATO, that will never happen. Why should we expect Russia to be ok with MORE NATO (American) military on its border?
The answer is quite simple: Russia attacks countries that are not in Nato. How many countries has Russia attacked that are in Nato?

In another note: leftist do gooders in Europe and the US are melting over the Cluster munitions.

Attacking countries that might join nato just makes countries join nato.

40% of Ukrainians were pro joining NATO before Feb 24th 2020. After than over 80% for it including ethnic Russians. Before Maidan only an overwhelming majority of western Ukrainians were for joining the EU (but a majority in the nation). After Maidan, with Crimean and Donbas invasions, over 80% were for joining the EU.
Being ham handed has consequences.

Found an official Twitter account for the Russian Arms Control Delgation
Here are a sampling of tweets from the lasts few days which make them seem worried IMO

@RusGavrilov: The aggressor is the one who organized the 2014 coup in Kiev, has trained militants, including the odious nationalist battalions, and supplied them with weapons long before February 2022, knowing well that they were being used to kill civilians of Donbass

Canadians must know what Trudeau’s regime has been sponsoring for years in ????Ukraine. Swastikas, SS symbols are everywhere. Total insult to the memory of Canada’s sons and daughters who fought against nazism in the WWII.

@RusGavrilov: Another bloody spot on the reputation of the #North Atlantic Alliance will be left by the ongoing suicidal “counter-offensive” by the AFU, during which Kiev has already lost tens of thousands of soldiers
quote:
@RusGavrilov: In spite of the advertised @NATO-#EU training programs for the AFU on combined arms operations and maneuver warfare, the Ukrainians are not able to apply their knowledge in the “counter-offensive
quote:
FM #Lavrov: #EU and #NATO keep talking about inflicting a “strategic defeat” on #Russia on the battlefield. They don’t mention talks, only the battlefield. We are ready to keep working on the battlefield and will do so.

??Antonov: US Armed Forces - unlike Russia - are deployed in Syria contrary to international law
??In essence, US occupies the specific regions, masking its actions with the necessity to carry out counter-terrorism tasks
US policy on Syria - deeply disruptive

??@RusGavrilov: During the mobilization in Ukraine, people are abducted, beaten, twisted, and driven to the slaughter of the "meat grinder," as ordinary Ukrainians call the “counter-offensive”.

??@RusGavrilov: From the unsuccessful attempt of a “counter-offensive” by the AFU, NATO "strategists" should conclude that massive arms transfers are not able to turn the situation in their favor.

??@RusGavrilov: The Russian Armed Forces continue to defeat the enemy, which significantly reduces its potential. In total, since June 4, the AFU has lost about 2.5 thousand units of various weapons in all directions.

??@RusGavrilov: Under the conditions of Kiev's failures the #Americans are seriously considering the prospect of transferring the “ATACMS” missiles with the range of up to 300 km, which can hit the objects in the deep of ????#Russia.

??@RusGavrilov: In case of exacerbation of the "hunger for shells", the #US can also transfer to Ukraine lethal cluster munitions of indiscriminate action.
quote:
@RusGavrilov: It is high time that European members of #NATO realize @Washington's true goals in the confrontation, as well as the fact that it is pursuing a policy of escalating the conflict in Ukraine without caring about its allies.
quote:
#Zakharova: Weapons supplied by West, NATO and #France in particular, and funds invested in support of nationalists, Nazis and fascists in Ukraine are having a blowback on West’s own territory and its people. We predicted this a year and a half ago.
quote:
??@RusGavrilov: The @NATO states involved in supplying weapons and equipment to Kiev, planning military operations and providing support for Ukrainian combat actions cannot claim a "neutral" status and qualify as parties to the conflict under international law.

Well, their border with NATO increased significantly through this war, far more than if Ukraine was in NATO. Sometimes, the correct answer isn't to seek out conflict, as Russia has, and instead see the reality of the security landscape.

Our word.
We said we would help protect Ukraine’s sovereignty and we are doing what we said we would do.
Russia said they would do the same thing, but guess what, they invaded.

In what world does Russia get to be "not ok" with what another nation does within its own borders?
The most priceless thing about this whole affair is Putin has managed to turn its weak ineffectual neighbor into a armed to the teeth militaristic nation aligned with its adversaries, this is the mother of all geopolitical frickups of the last 100 years.

I could have sworn they'd have Putin in the Gulag by now. Just weeks ago they were marching into Moscow to get em in chains.
This is the biggest wishcast circle jerk of Call of Duty basement dwelling wannabee thread I've seen since Q Anon.
They really have people believing this conflict is about democracy?
