Depending on projectile type up to 30km according to Wikipedia for the 155mm ones.

I have no idea, you are best off checking out the Washington Post article that was cited from for the context on that particular statement.

My quote of the entire passage was to illustrate the changing stance of US administrations over the last 15 years towards cluster munitions, there hasn't been a firm policy, though it has trended towards stopping use and production of them.

Russian state-approved media has responded to the 24 June 2023 Wagner Group mutiny in three phases. Outlets were almost certainly initially surprised by the mutiny and were not prepared; Russian TV maintained its usual schedule.

After the insurrection was defused, Russian state outlets sought to 'correct' claims that security forces had been passive. Narratives promoted the idea that President Vladimir Putin had triumphed by thwarting the insurrection, while avoiding bloodshed, and sought to unite the country behind the president.

Nearly a week later, the state started to play down the significance of Wagner owner Yevgeny Prigozhin and the mutiny, while tarnishing his character. Wagner Telegram channels have largely gone silent, almost certainly due to state intervention. By contrast, Putin has undertaken unusually prominent public engagements, almost certainly aiming to project strength.

40% of Ukrainians were pro joining NATO before Feb 24th 2020. After than over 80% for it including ethnic Russians. Before Maidan only an overwhelming majority of western Ukrainians were for joining the EU (but a majority in the nation). After Maidan, with Crimean and Donbas invasions, over 80% were for joining the EU.

Being ham handed has consequences.

Well, their border with NATO increased significantly through this war, far more than if Ukraine was in NATO. Sometimes, the correct answer isn't to seek out conflict, as Russia has, and instead see the reality of the security landscape.

In what world does Russia get to be "not ok" with what another nation does within its own borders?

The most priceless thing about this whole affair is Putin has managed to turn its weak ineffectual neighbor into a armed to the teeth militaristic nation aligned with its adversaries, this is the mother of all geopolitical frickups of the last 100 years.
