Goddamn, I do love video of some Bawsovich hooking up to some sophisticated military hardware and just driving off with it.

Possibly, but people think Putin has full control over whether nuclear weapons are used or not. It's not like he has this big red button. I'm not some expert and I don't know what it would take for the average nation to launch, but there are likely an ungodly amount of checks and balances in place.
