NATO fighter jets have been flying combat patrols along the Ukrainian borders. USAF F-35s out of Poland and F-16s out of Romania. I’m sure other NATO aircraft are also involved.

The problem with his argument is that it ignores that "building up Ukraine economically" would be perceived as a threat/attack by Russia.
There is nothing Ukraine can/could do to improve itself that Russia would approve because Russia wants a subservient subject-nation. Ukraine developing and improving means stronger independence, and anything other than pro-Russian development is seen as anti-Russian development by Putin.
