Lake Charles Police state following Hammac’s suspension for the excessive force incident, but while he was still out on mandatory leave, LCPD learned of two other complaints. The police department stated ‘Although no injury or harm resulted, the complaints were investigated and Mr. Hammac was determined to have not followed the proper procedure when discharging a pepper ball gun’.

According to documents provided by the U.S. Attorney’s Office, one of those incidents happened in December, 2016 when Hammac shot a pepper ball gun at a homeless person several times and laughed.

Details of what happened leading up to that gif are pretty important.

Not really.

Correct. Like the chief said in his prepared statement, they should’ve ordered him out of the vehicle under cover

If this was the case, rushing in like that probably wasn't the wisest idea.

The video included footage of another stop that the department said was the correct way to conduct this type of arrest. Take cover with weapons drawn, order the guy out of his vehicle, get him down on his knees, handcuff him.

Well the guy kicking arse pleaded guilty to federal charges so it looks like the system worked.

Thanks to the Feds only...

In a letter of disciplinary action to Hammac, Mayor Nic Hunter and former LCPD Police Chief Don Dixon state Hammac ‘delivered several strikes to the suspect in a “hard empty hand control” method. You [Hammac] advised in your statement that this was done to protect fellow officers from the suspect fleeing again and possibly striking an officer with his vehicle. The investigation revealed that was not probable. The strikes you delivered to the suspect were not consistent with training provided by the Lake Charles Police Department and were deemed not be “reasonable and necessary” according to the Lake Charles Police Department’s Training Division and an Internal Affairs investigation’.

The letter goes on to state that ‘Chief Dixon directed that, for this violation, you are hereby suspended for ten (10) days and ordered to attend the employee assistance program (anger management)’

LCPD suspended him for 10 days. That's fricking laughable.

No doubt, but the OP suggesting that he had surrendered is a complete load of horseshite.

Those cops looked PISSED! Wonder what preceded that.

Exactly. Let's rush to judgement based upon the contents of this video. If I had to guess that person behind the wheel did something extremely dangerous leading up to the stop which caused the rage from the police.

While it does look excessive, not sure what happened leading up to this. I'm guessing something really bad.

Imagine a single scenario where anything in that video was appropriate behavior. Now tell me that scenario.

That doesn't really matter. having 6 dudes jumping over cars to beat the shite out of someone already incapacitated is a bad look for the authority.
I don't want vigilante justice cops even if they got pissed off during the encounter, they have a stressful job that's just part of it.

Another poster said it was akin to a civilian shooting someone that was walking away. Nearly 100% of everything following the first 2 cops pinning him down is out of pure vigilante rage.
