Because all accounts I recall has them speaking in a way that others can understand.

Makes to sense to send a message that isn't understandable.

Even baby babble is somewhat decipherable. Pentecostal jibber-jabber is just that.

It's in the same realm as people at a revival convulsing on the floor or suddenly "fainting", sobbing uncontrollably, etc. It's all an act.

I went through 14 years of Catholic school (pre k-12th) With a highly religious family. Some of my earliest memories are thinking "this doesn't make any sense" while in religion class or mass.

It all made sense to me until I actually thought about it for 5 minutes. Years later I finally sat down and actually read the bible and now I know it makes zero sense and most believers don't read the bible themselves.

Yes, those are different kinds of tongues. I'm not sure what rules you'r referring to.
