Work place and public place are two very different things number one.
In the work place, ask yourself if what you are about to say or do, would you do the exact same towards a male coworker? Would you tell a male coworker how pretty he looked that day? Would you comment on his appearance ever?
I would say inappropriate behavior would be comments on appearance, outfits, asking about sexual preference or past, making sexual references or comments.
I've worked with many men and they somehow seem to have it figured out how not to be a loser/creep. If you have to actually think about it, you should take a hard step back and maybe just zip your mouth shut. If you are genuine with your question, why don't you suggest a company meeting with your boss and bring in an HR rep to go over sexual harassment in the workplace.

A friend of my wife's grabbed my junk while she and her husband were leaving a dinner party at my house one night. I just thought that perhaps she liked the food and that was the only way she could express herself after all that wine.
